Rhode Island's cannabis industry has grown significantly, with total sales in 2023 reaching $107.8 million. The state's regulatory framework ensures both medical and adult-use cannabis are carefully monitored. The Office of Cannabis Regulation (OCR) plays a central role in overseeing the licensing and regulatory aspects of cannabis operations, including compassion centers, cultivators, and cooperative cultivations. Additionally, the OCR manages medical marijuana plant tagging and the Industrial Hemp Program, which covers hemp growers, handlers, and CBD consumable retailers.

Licensing and Oversight

Hybrid Licensing

Under the Rhode Island Cannabis Act, 2022 P.L. Ch. 031 & 032, licensed medical marijuana cultivators were given the opportunity to expand into adult-use cannabis production starting in August 2022. This expansion, available through the Hybrid Cannabis Cultivator License, allowed only existing licensed medical marijuana cultivators or vertically integrated compassion centers to apply during the moratorium period. This ensured that the transition to adult-use cannabis production remained regulated and compliant with state law.

Compassion Centers

Rhode Island licenses 7 compassion centers to distribute medical marijuana to registered patients. These centers are responsible for ensuring that patients have safe and legal access to medical marijuana, under strict regulatory oversight.

Cultivators

The state has approved 60 cultivators to produce medical marijuana products. These cultivators are licensed specifically to grow and supply cannabis to the state's licensed compassion centers, ensuring a regulated supply chain from production to patient distribution.

Industrial Hemp Program

The OCR oversees the licensing of hemp-related activities through the Industrial Hemp Program. This program licenses 6 Industrial Hemp growers and handlers who are authorized to cultivate and process hemp-derived products within the state. These operations contribute to the state's expanding hemp market, while maintaining compliance with regulatory standards.

CBD Consumable Retailers/Distributors

The OCR also licenses 75 CBD consumable retailers and distributors. These licensees handle the sale and distribution of CBD products, ensuring that they comply with Rhode Island’s regulatory guidelines for safety and quality.
